Spatial and economic effects of TOKI practices in the context of public housing investments: The Erzincan example

Abstract

Housing Development Administration of the Republic of Türkiye (TOKI), which was established as a public legal entity in 1984 to provide solutions to urbanization and housing problems, became the most important actor in steering urbanization and housing policies with the powers granted to it after 2002. This study analyzes public housing production in Türkiye through TOKI’s housing policies, with a particular focus on the transformation of housing policy that has occurred since 2002. The aim of the study is to examine the economic and spatial impact of public housing investments at the local level, focusing on the Erzincan city center as an exploratory case study, where TOKI has invested the most, and as an example of non-metropolitan provinces. The study attempts to measure the impact of TOKI investments at the local level, both economically and spatially, through a total of seven variables using the descriptive analysis method and the spatial analysis method. The analysis revealed that TOKI manifested exclusively as an earthquake, disaster, or social housing practice, devoid of any discernible direct economic impact. It has been observed that the practices of TOKI exerted a multifaceted influence on the urban spatial development, exhibiting both positive and negative spatial implications.

  • Banu Tantan, Ministry of Environment, Urbanization and Climate Change Turkey

    Banu TANTAN is currently working in the Housing Development Administration of the Republic of Türkiye (TOKI). She completed her undergraduate degree in Urban and Regional Planning at Mimar Sinan Fine Arts University (1991), her MSc degree (1996) in Landscape Planning at Istanbul Technical University (ITU) and her PhD degree (2024) in Urban and Regional Planning at Istanbul Technical University (ITU). Between 1993 and 2002, she worked as an urban planner at the Project Development and Tender Department at Emlak Bank. Since 2002, she has been working as an urban planner at TOKI. She conducted planning, real estate, appraisal and research studies related to Istanbul. Between 2009 and 2018, she carried out several urban transformation projects as an urban transformation manager.

  • Sevkiye Sence Turk, Istanbul Technical University

    Şevkiye Şence TÜRK is a full-time professor at Istanbul Technical University Department of Urban and Regional Planning. She received her undergraduate in Urban and Regional Planning (1992) and her MSc degree (1995) and PhD degree (2003) in Urban Planning at İstanbul Technical University (ITU). Since 1998, she has been working as a full-time faculty member at Istanbul Technical University, Faculty of Architecture. Her research interests focus on the legal and administrative problems in urban areas, land development processes in urban and urban development areas, urban renewal and location theory. Her work on these subjects was published in recognized and reputable journals, international books and book chapters.
